から、エクアドル大統領へのレターアクションの呼びかけ
がきました。
鉱山会社の横行が未だ止まないことから、国際的な
働きかけの要請です。

（レター日本訳）

私はコタカチ郡インタグ地域の人々と環境にもたらす、
フニン鉱山開発計画の脅威について懸念を申し上げ
たくこの手紙を書いています。
　
私はこの計画が引き起こすであろうトイサン山脈の森、
地元住民、コタカチ郡、この地域の天然資源、ひいては
エクアドルとういう国全体に及ぼす長期的な影響について
しっかりとした分析がなされることを要求いたします。
さらにはインタグ地方の人々の訴えから、彼らの居住地
における採掘会社の存在が、コタカチ地域での深刻な
人権侵害という結果を招いているということを立証いたします。
こうした不正行為の多くは、鉱山開発会社アセンダントに
よって設置されたと思われる現地企業コデガムによって
行われています。

信頼できる情報源によると、この計画はコタカチ・カヤパス
生態系保護区に悪影響を及ぼすのみでなく、大規模な
森林伐採が行われればそれによってインタグ地方の
気候乾燥化をも招くということです。
環境負荷アセスメントが報告する影響の中には、大規模
森林破壊、重金属による河川汚染、多種の哺乳類・鳥類
の絶滅危機などが含まれています。これらすべての悪影響は、
フニン計画のためにきちんとした日本の２つの調査機関が
執り行った環境負荷アセスメントでも触れられていますが、
実際のところすでに見つかっている銅全体のわずかな量
のみを目的としているに過ぎないのです。

社会的に見れば、少なくみて４つの地域共同体における
１００以上の家族の移住は、基本的人権の侵害であること
は言うまでもなく、共同体や個々の家族の暮らしや福祉を
脅かすものです。
また気候乾燥化は、雨に頼って農業に従事している何千人
もの家族の生計に痛手を与えることでしょう。

これらが採掘を延期もしくは中止するに足る十分な理由
でないなら、採掘利権の保証やその他諸々の行為にから
んだ違法行為や不正に対して地元住民、NGO、コタカチ
市町村は公然と非難しており、徹底的な調査を要する問題
であります。

大統領閣下、あなたの国は類まれな生物学的文化的多様性
があり、これらはエコツーリズムなどの持続可能な経済活動
の促進にこそ利用した方が良いと思われます。エコツーリズム
は持続可能であるばかりでなく、より多くの人々に利益を
もたらす取り組みです。
反対に鉱山開発は富を一握りの人々に一時的にもたらす
だけで、水や森、生物多様性という持続可能な資源を破壊し、
エクアドルに長きにわたる環境的・社会的禍根を残します。

このような理由から私は大統領に、フニン計画を中止し
インタグに住む人々の権利を守るため可能な限りを尽くす
よう強くお願い申し上げます。

SUBJECT: MINING IN INTAG

Dear Mr. President,

I am writing to express my concern of the threats that the Junin mining
project poses to the people and environment in the Intag area of Cotacachi
County.

I urge you to analyze carefully the long-term implications of this project
to the forests of the Toisan Range, for the local communities, county of
Cotacachi, and the area’s natural resources, and in general, to your
country. Likewise, I support a complete investigation of the numerous
human-rights violations people from communities in the Intag area have
complained about as a consequence of the presence of mining companies in
their territory. It seems many of these abuses are being carried out by
CODEGAM, which it seems, is a front organization created by the mining
company, Ascendant Copper Corporation.

According to reliable sources, this project would impact not only the
Cotacachi-Cayapas Ecological Reserve, but also would cause so much
deforestation that it would dry up the climate in the Intag area. Some of
the other environmental impacts identified in the Environmental Impact
Assessment include massive deforestation, contamination of rivers and
streams with heavy metals, and impacts to many species of mammals and birds
facing extinction. All these impacts are contained in the Environmental
Impact Assessment produced by two very prestigious Japanese institutions for
the Junin project, and in fact, are based on only a small portion of the
total copper found.

Socially, the relocation of over one-hundred families from at least four
communities threaten the livelihood and welfare of these communities and
families, not to mention possibly violating fundamental human rights. The
drying up of the climate would also impact the livelihood of thousands of
families who depend on the rains for their agricultural activities.

If these were insufficient reasons to delay or stop the mining project,
there is ample denouncements of illegal activities and irregularities
presented by local communities, NGO’s, and the Municipality of Cotacachi
related to the issuance of the mining concessions and other activities, that
the issue merits an in-depth investigation.

Mr. President, your country’s unequal biological and cultural diversity
would be better put to use in the promotion of ecological tourism and other
sustainable economic activities. Ecotourism is an activity that is not only
sustainable, but which benefits a much bigger portion of the population.
Mining, in comparison, concentrates wealth in a few hands, is short-lived,
and destroys renewable resources, such as water, forests and biodiversity,
leaving the country with long term environmental and social problems.

For all these reasons, I urge you to do all that is possible to stop the
JUNIN mining project and protect the rights of the people of Intag.
